Could a Renter that is a current leaseholder sign up to Bondable and then have their current bond refunded by RTBA?

Yes, that is possible, however the renter and property manager / rental provider would be responsible for the process of getting the current bond refunded and note that Bondable's bond guarentee only covers from the date the Bondable subscription begins.
